Advancing India’s Technological Sovereignty

Raksha Mantri Shri Rajnath Singh emphasized the critical need for India to produce rare materials for defence and aerospace to establish itself as a global technology creator. Speaking at the inauguration of the Titanium and Superalloy Materials Plant at PTC Industries’ Strategic Materials Technology Complex in Lucknow, Uttar Pradesh, on October 18, 2025, he highlighted the importance of self-reliance in strategic materials. “India must produce rare materials used in defence, aerospace, electronics, and other sectors to safeguard its technological sovereignty,” he stated.

A Milestone in Indigenous Manufacturing

The newly inaugurated plant, one of the first private-sector facilities in India dedicated to manufacturing aero-engine and superalloy components, marks a significant step toward reducing India’s dependence on imported advanced materials. Shri Rajnath Singh noted that India’s historical reliance on foreign countries for critical technologies had hindered the growth of its defence sector. This facility, capable of producing high-end components for fighter jets, missiles, naval systems, and satellites, positions India among a select group of nations with advanced material manufacturing capabilities.

Strategic Materials: The Backbone of Defence

The Raksha Mantri underscored that materials are the foundation of technological power. “Be it a semiconductor chip, bullet material, or engine turbine part, none is possible without strategic materials,” he said. The plant, a cornerstone of the Aatmanirbhar Bharat initiative, is expected to strengthen India’s defence and aerospace sectors while fostering innovation and self-reliance.

Boosting Uttar Pradesh’s Industrial Landscape

The Strategic Materials Technology Complex, spread over 50 acres with an investment of Rs 1,000 crore, enhances Uttar Pradesh’s industrial ecosystem. Shri Rajnath Singh praised Chief Minister Shri Yogi Adityanath for transforming the state into a hub of industrial growth over the past decade. The complex, along with the Uttar Pradesh Defence Industrial Corridor, is set to create direct and indirect job opportunities, connecting startups and MSMEs while offering training and technical expertise to the youth.

Public-Private Partnerships Driving Progress

Highlighting the evolving role of the private sector in defence production, Shri Rajnath Singh noted India’s shift from “Make in India” to “Design, Develop, and Deliver in India.” He encouraged youth, innovators, and startups to seize opportunities in the defence sector, emphasizing that their contributions are vital to national progress. The government, he assured, will continue to provide policy support and collaboration to stakeholders.

Key Collaborations and Achievements

During the event, a Memorandum of Understanding (MoU) was signed between PTC Industries and Bharat Dynamics Limited (BDL) to form a joint venture for developing propulsion systems, guided bombs, and small aero-engines for missiles, UAVs, and loitering munitions. This partnership aims to accelerate the indigenization of advanced propulsion technologies.

PTC Industries also received two Letters of Technical Acceptance (LoTA) from the Centre for Military Airworthiness and Certification (CEMILAC) under the Defence Research and Development Organisation (DRDO). The first LoTA is for the indigenous development of Titanium Rear Fin Root Casting for the Advanced Medium Combat Aircraft (AMCA) program, in collaboration with the Defence Metallurgical Research Laboratory (DMRL) and the Aeronautical Development Agency (ADA). The second LoTA is for Oil Tank Assembly Titanium Castings for the Kaveri Derivative Engine (KDE-2), in partnership with the Gas Turbine Research Establishment (GTRE).

Additionally, PTC Industries secured a Purchase Order for Post-Cast Operations to manufacture Single Crystal Turbine Blades for the Kaveri Derivative Engine (KDE-2), a critical milestone in producing high-value jet engine components.

A Vision for Global Leadership

With a production capacity of over 6,000 tonnes per annum, the Titanium and Superalloy Materials Plant enables India to produce aviation-grade materials from domestic and recycled sources. Shri Rajnath Singh called upon all stakeholders to work together to make India a global defence manufacturing hub, driven by innovation, dedication, and passion.

The inauguration was attended by key dignitaries, including UP Chief Minister Shri Yogi Adityanath, Deputy Chief Minister Shri Brajesh Pathak, DRDO Chairman Dr Samir V Kamat, and DG (BrahMos) Dr Jaytirth R Joshi. The event marks a pivotal moment in India’s journey toward self-reliance in defence and aerospace manufacturing.
