The United Kingdom has unveiled an ambitious £55 billion plan to strengthen its research and development (R&D) ecosystem over the next five years. This landmark investment aims to accelerate innovation across sectors such as healthcare, artificial intelligence, clean energy, and advanced computing—creating new jobs and improving lives across the country.
Largest-Ever R&D Investment by the UK Government
The Department for Science, Innovation and Technology (DSIT) has confirmed a long-term commitment to research agencies and scientific bodies. This represents the largest real-terms R&D increase in the department’s history. The funding will support major national research organizations including UK Research and Innovation (UKRI), the Advanced Research and Invention Agency (ARIA), and the AI Security Institute.
According to the latest analysis, every £1 of government spending on R&D generates around £8 in broader economic returns. This includes everything from the development of new cancer treatments to the creation of cleaner manufacturing systems. In addition, each pound of public funding typically attracts £2 in private sector investment, reinforcing the UK’s reputation as a hub for science and technology.
Driving Innovation Across Health, Technology, and Energy
Science and Technology Secretary Liz Kendall announced the allocations during a visit to IBM’s London headquarters. There, she observed how partnerships between public and private sectors are fueling advances in fields like quantum computing and robotics. IBM, in collaboration with UKRI’s £210 million Hartree Centre, is exploring new applications of AI and supercomputing in medicine and clean energy.
Publicly funded research has already transformed healthcare through innovations such as antibody therapies that turn previously terminal cancers into manageable conditions. Other breakthroughs are being made in areas like renewable energy and quantum technology, where Britain continues to play a global leadership role.
Examples of New Funding Commitments
- £129 million for BioNTech to establish UK research centres focused on next-generation cancer treatments, unlocking £1 billion in private investment over a decade.
- £80 million for 100 projects nationwide, advancing prosthetic technologies and better diagnostics for blood clots.
- £44 million to apply AI and bioengineering to make industrial manufacturing cleaner and less wasteful.
- £32 million to develop high-speed, ultra-sensitive medical scanners to detect cancer and heart disease earlier.
- £19.6 million for research into new materials for medical imaging and computing technologies.
- Over £22 million to accelerate the development of usable quantum computers for faster, more affordable medical discoveries.
R&D directly supports around three million jobs in the UK and has the potential to generate many more in the coming years. Businesses that receive public research grants often see employment growth of 21% and turnover increases of 23% within six years of their first award.
Supporting British Innovation and Global Competitiveness
The new funding will strengthen UK institutions leading the global innovation race. UKRI will receive more than £38 billion through 2030, including nearly £10 billion in the final year. ARIA’s budget will nearly double from £220 million to £400 million per year, supporting high-risk, high-reward projects such as robotics for elderly care. The Met Office will receive over £1.4 billion to advance climate science, while the National Academies will share more than £900 million to nurture world-class research talent.
In addition, £550 million will be allocated to the National Measurement System to ensure precision in industry and trade, alongside £240 million for the AI Security Institute to advance responsible and secure use of artificial intelligence.
Companies such as Oxford Nanopore and Cobalt Light Systems exemplify the success of UK public R&D investment. Oxford Nanopore, which is developing an early warning system for pandemics, has grown into a FTSE 250-listed company. Cobalt Light Systems’ technology for liquid screening is now used in more than 70 airports worldwide.
