New Delhi, October 16, 2025: The Government of the National Capital Territory of Delhi (GNCTD) has reconstituted the Delhi Animal Welfare Board to oversee and coordinate animal welfare initiatives across the city. The move replaces the previous notification dated April 18, 2023, and aims to align state-level actions with the Prevention of Cruelty to Animals Act, 1960.
Formation of the Delhi Animal Welfare Board
According to the latest notification issued by the Development Department under the office of the Development Commissioner, the Board will serve as the principal governing body for animal welfare activities within Delhi. It will provide financial and technical support to 11 District Societies for Prevention of Cruelty to Animals (SPCAs) and other organizations working for animal welfare in the National Capital Territory.
Key Roles and Responsibilities
The Delhi Animal Welfare Board has been entrusted with a range of responsibilities, including:
- Implementing state-level animal welfare policies and programs.
- Providing guidance and coordination to district SPCAs and NGOs.
- Offering financial and technical assistance to support welfare initiatives.
- Ensuring compliance with various rules under the Prevention of Cruelty to Animals Act, 1960.
Composition of the Board
The Board will be chaired by the Hon’ble Minister of Animal Husbandry, Development, GNCTD, serving as the Ex-Officio Chairperson. The following officials will serve as ex-officio members:
- Principal Secretary/Secretary (Home), GNCTD
- Principal Secretary/Secretary (Finance), GNCTD
- Principal Secretary/Secretary (Animal Husbandry & Development), GNCTD
- Principal Secretary/Secretary (Forest), GNCTD
- Principal Secretary/Secretary (Transport), GNCTD
- Development Commissioner, GNCTD
- Chief Wildlife Warden, GNCTD
- Director, Local Bodies, GNCTD
- Registrar, State Veterinary Council, GNCTD
- Director (Education), GNCTD
The Director (Animal Husbandry) will serve as the Ex-Officio Member Secretary of the Board. Additional members will be nominated in due course as per the provisions of the notification.
Meeting Schedule and Implementation
The Board shall convene as and when required to review and implement welfare policies. It is expected to act as a central coordinating authority to ensure that animal welfare laws are effectively enforced across all districts of Delhi.
