Expansion of Notary Services in Four Indian States Under Notaries Amendment Rules, 2025

The Ministry of Law and Justice, Government of India, has introduced significant updates to the Notaries Rules, 1956, through the Notaries (Amendment) Rules, 2025. Published on October 17, 2025, under G.S.R. 763(E), these amendments aim to address the growing demand for notary services in Gujarat, Tamil Nadu, Rajasthan, and Nagaland by increasing the maximum number of notaries in these states.

Details of the Amendment

The Notaries (Amendment) Rules, 2025, enacted under the powers conferred by Section 15 of the Notaries Act, 1952, came into effect upon their publication in the Official Gazette. The amendments revise the maximum number of notaries that state governments can appoint, as outlined in the Schedule to the Notaries Rules, 1956.

Revised Notary Limits by State

  • Gujarat: Increased from 2,900 to 6,000 notaries.
  • Tamil Nadu: Increased from 2,500 to 3,500 notaries.
  • Rajasthan: Increased from 2,000 to 3,000 notaries.
  • Nagaland: Increased from 200 to 400 notaries.

Rationale for the Changes

These amendments respond to requests from the respective state governments, reflecting the need to accommodate population growth, the expansion of administrative divisions (districts, tehsils, and talukas), and the rising demand for notary services. The increased notary allocations aim to enhance access to legal documentation and attestation services across these states.

Implementation and Impact

Effective immediately upon their publication on October 17, 2025, the Notaries (Amendment) Rules, 2025, enable state governments to appoint additional notaries to meet local demands. This initiative is expected to streamline legal processes, reduce delays in notarization services, and support the growing administrative needs of these states.
