Uttar Pradesh Public Service Commission Updates Computer Section Regulations

The Government of Uttar Pradesh has issued an amendment to the Uttar Pradesh Public Service Commission (Computer Section) Service Regulations, 2009. This new update, titled The Uttar Pradesh Public Service Commission (Computer Section) Service (First Amendment) Regulations, 2025, introduces a new post of Deputy Secretary (IT) and revises several provisions related to qualifications, promotions, and pay scales within the Commission’s computer section.

New Post of Deputy Secretary (IT) Introduced

Under the amendment, the post of Deputy Secretary (IT) has been formally added to the existing service structure of the Uttar Pradesh Public Service Commission (UPPSC). The new position aims to strengthen the IT and data management capabilities within the Commission’s administrative setup. The post will primarily be filled through promotion from among eligible system analysts who have completed at least seven years of regular service. However, if no suitable candidate is available for promotion, the Commission may make one-time direct recruitment for this post.

Eligibility and Qualification Criteria

The amendment clearly defines the educational qualifications and professional experience required for candidates applying for the Deputy Secretary (IT) post through direct recruitment. Eligible candidates must hold one of the following qualifications from a recognized university or institution:

  • M.E./M.Tech. in Computer Science and Engineering or Information Technology with at least 12 years of experience in database management or data processing.
  • C-Level certification from DOEACC or a B.E./B.Tech. in Computer Science and Engineering or Information Technology with 14 years of experience in database management or data processing.
  • M.C.A. or M.Sc. in Computer Science or Information Technology with a minimum of 14 years of professional experience in database management or data processing.

Age Limit for Deputy Secretary (IT)

The amendment also establishes age criteria for candidates seeking direct recruitment to the post of Deputy Secretary (IT). Applicants must be between 35 years and 45 years of age as of the first day of July in the calendar year in which the vacancies are advertised. This provision ensures that only experienced professionals are considered for this senior IT role.

Revisions in Service Structure and Pay Scale

In addition to adding the new position, the amendment makes corresponding changes to the numbering and structure of existing posts within the computer section. Serial numbers in several regulations have been renumbered to accommodate the new Deputy Secretary (IT) entry. The pay scale for the newly created post has been fixed at ₹15,600–39,100 with a grade pay of ₹7,600, aligning it with other senior administrative roles in the Commission.

Furthermore, the amendment modifies the heading under regulation 16 to include the new post, making it applicable to the Deputy Secretary (IT), System Analyst, Programmer Grade-1, and Programmer Grade-2. This ensures that the same procedural framework now extends to the new IT leadership role as well.

Objective of the Amendment

The government’s decision to amend the UPPSC Computer Section Regulations aims to modernize the Commission’s digital infrastructure and strengthen its internal technical management. By creating a higher-level IT leadership post, the state seeks to enhance data-driven decision-making, improve online recruitment systems, and streamline internal digital operations.

Effective Date of Implementation

The Uttar Pradesh Public Service Commission (Computer Section) Service (First Amendment) Regulations, 2025 came into effect from the date of their publication in the Official Gazette. The changes are expected to contribute to more efficient and transparent functioning of the Commission’s IT systems.

Administrative Order

The amendment was issued under the authority of the Governor of Uttar Pradesh in accordance with Article 318 of the Constitution of India and Section 21 of the General Clauses Act, 1897. The official notification was signed by M. Devaraj, Principal Secretary, on behalf of the state government.

With the inclusion of the Deputy Secretary (IT) post and updated eligibility norms, the UPPSC’s Computer Section is poised to play a stronger role in managing technology-driven services and ensuring smooth digital operations in the state’s recruitment processes.
