Overview of Special Campaign 5.0
The Department of Rural Development, guided by the Department of Administrative Reforms and Public Grievances, has launched Special Campaign 5.0 to enhance cleanliness (Swachhta) and expedite the resolution of pending matters across its operations. The campaign, running from October 2 to October 31, 2025, focuses on institutionalizing cleanliness and addressing outstanding administrative tasks.

In the first half of the campaign (October 2–16, 2025), the department made significant strides in various areas:
- Cleanliness Campaigns: Completed 3 out of 3 planned drives (100%)
- References from MPs: Resolved 38 out of 93 (41%)
- State Government References: Addressed 1 out of 6 (17%)
- PMO References: 0 out of 2 resolved (0%)
- IMC References: Completed 1 out of 1 (100%)
- Public Grievances: Resolved 805 out of 1,346 (60%)
- Public Grievance Appeals: Addressed 162 out of 372 (44%)
- Parliamentary Assurances: Fulfilled 4 out of 11 (36%)
- Physical Files Reviewed: 1,394 out of 3,944 (35%)
- Electronic Files Reviewed: 1,182 out of 2,036 (58%)
- File Weeding: 250 out of 577 identified physical files weeded out
Key Campaign Activities
The campaign included several notable activities to promote cleanliness and community engagement:
- Shramdaan (October 3, 2025): A cleaning drive conducted in front of the CCS-3 Building, New Delhi.
- Tree Plantation (October 9, 2025): A tree plantation initiative led by the Minister of State for Rural Development at Krishi Bhawan, New Delhi.
- Samman to Safai Karamchari (October 15, 2025): A felicitation event honoring sanitation workers at CCS-0.
