Special Campaign 5.0: MSDE’s Progress in Driving Cleanliness and Efficiency

 

Overview of Special Campaign 5.0

The Government of India launched Special Campaign 5.0, running from October 2 to October 31, 2025, under the guidance of the Department of Administrative Reforms and Public Grievances (DARPG). This initiative emphasizes improving cleanliness, office management, and operational efficiency, with a special focus on field and outstation offices alongside Ministries, Departments, and their subordinate offices.

Objectives of the Campaign

The campaign aims to:

  • Institutionalize Swachhata (cleanliness) in government offices.
  • Enhance office environments through better space management.
  • Streamline record management for greater efficiency.
  • Address pending references, including MP references, inter-ministerial references, state government references, public grievances, and parliamentary assurances.
  • Promote e-waste disposal in compliance with the e-Waste Management Rules, 2022, targeting unserviceable electronics like computers, printers, and LED displays.

Preparatory Phase and Planning

From September 15 to 30, 2025, a preparatory phase laid the groundwork for the campaign. A virtual conference, chaired by Shri M. Subramanian, Joint Secretary, was held to brief nodal officers from all MSDE institutions about the campaign’s goals. Each division was tasked with identifying:

  • Cleanliness sites for improvement.
  • Pending files for review, recording, or weeding out.
  • Redundant materials for disposal.
  • “Before and after” scenarios to showcase progress.

Daily progress is reported via the SCDPM portal, highlighting best practices such as transforming waste into wealth or art.

MSDE’s Active Participation

Since the campaign’s launch on October 2, 2025, the Ministry of Skill Development and Entrepreneurship (MSDE) has made significant strides. Key activities include:

  • Identifying actionable tasks such as cleanliness sites, file management, and reducing pendency.
  • Organizing a workshop with the National Archives of India to train officers on effective record management.

Mid-Campaign Achievements

As of October 16, 2025, MSDE has achieved notable progress:

  • 79% of public grievance cases resolved.
  • 634 old files (51% of the targeted files) reviewed, recorded, or weeded out.
  • 1,900 cleanliness target units transformed.

MSDE is committed to resolving all pending matters well before the campaign’s end on October 31, 2025, with progress monitored daily to ensure accountability and efficiency.
